Honoring Our History

In the early 1990s, Roe Roberts’s neighbor, a survivor of domestic violence, sought refuge at Roe’s home in Red Bluff. Realizing that Tehama County lacked domestic violence services, Roe reached out to Shasta County for partnership support. As a result, Roe became the first Executive Director of Empower Tehama (formerly known as Alternatives to Violence), serving in this capacity for nearly a decade before retiring in 2001. During its early days, the organization faced a shortage of funding to support survivors, leading founding board members to occasionally open their homes to those fleeing abuse.

Since its inception, Empower Tehama has transformed from a volunteer-driven grassroots initiative funded by donations into a robust organization. Today, we are supported by various state, federal, and local funding sources. Empower Tehama is committed to providing culturally sensitive services to our community and upholds fair hiring practices that promote equal employment opportunities.
