Empower Tehama Appoints Kimberlee Monroe as Executive Director
RED BLUFF, CA. (May 22, 2026) – Empower Tehama is proud to announce the official appointment of Kimberlee Monroe as Executive Director, following her service as Interim Executive Director and previously, Director of Client Services. Kimberlee has served as a passionate advocate for survivors and vulnerable populations throughout Tehama County and has helped guide Empower Tehama through significant growth and transformation over the years.
Since entering the victim services field in 2018, Kimberlee has become a respected leader and advocate in rural Northern California, bringing more than 15 years of leadership and management experience to her role. Her professional background combines strategic leadership and financial management with a deep commitment to survivor-centered advocacy and community partnership.
She concurrently serves as a HOME Cohort representative in collaboration with the California Partnership to End Domestic Violence and Women’s Foundation of California, and as an Executive Council member for the Tehama County Continuum of Care.
Kimberlee has helped advance numerous community projects and local initiatives by cultivating strong partnerships and securing critical grant funding, including expanding services to the City of Corning and implementing additional housing subsidies for survivors of sexual assault in Tehama County.
Kimberlee is dedicated to ensuring access to critical, trauma-informed services for survivors of domestic violence, sexual assault, and human trafficking. She has helped develop and deliver comprehensive victim services training for the Tehama County community and expanded year-round education opportunities for first-responders and community members. She is equally committed to supporting the professionals who carry out this demanding work each day, championing organizational practices that support staff well-being. Under her leadership, we look forward to a future of continued growth and excellence for Empower Tehama.
“Empower Tehama is greater than the sum of its parts, rooted in the collective strength of staff, partners, and community. Contributing to this work is an incredible honor, and together we will continue building a future where survivors, children, and families are met with safety and compassionate care.”
– Kimberlee Monroe, B.S.
